His report claimed the centre was not safe for children and staff at times and it might be forced to close unless there were reforms. The report said: "It is evident that the centre is in acute crisis. It lacks direction. It is not meeting some basic standards. There are internal and undermining conflicts in the organisation. "The young people are not receiving the level of consistent care, control and education that they require and on occasions it is not safe for young people and staff." The report also highlighted an alleged serious breakdown in relations between staff and manage-ment. The document also slammed the government for "badly managing" the state's five top residential schools for troubled children.
