BISHOP John Magee's decision to step down over the Church's child sex abuse scandal was yesterday dubbed an "empty public relations exercise Public Relations Exercise is a Leicester, England based Hardcore/Alternative outfit. Underfire Bishop Magee addressed his parishioners at St Colman's Cathedral in Cork at the weekend.

He said he had asked an administrator to be appointed to the diocese so he could dedicate himself to the Government Commission of Inquiry into child protection practices.

He will still retain the title of Bishop of Cloyne, despite calls for Rome to intervene.

But Fr Matthew Ring said yesterday he believed a strategy of "denial, obstruction and evasion" was still endemic in the Catholic Church in Ireland.

"I am profoundly sceptical about what has gone on this weekend. It is a PR exercise. There is still no structure or system for relaying concerns about sex abuse.

"Never mind stepping aside he should have been removed.

"He does not even appear to realise the damage he has done. It seems Bishops are still above the law in Ireland and they can do what they like."

Fr Ring added allegations surrounding abuse in Cloyne were always met by a wall of silence and the quasi-resignation of Bishop Magee would do little to change matters.

Bishop Magee had faced several calls to resign after a report, published late last year, found his diocese had responded inappropriately to sex abuse allegations and had put children at risk of harm.

The study, by the Church's watchdog National Board For The Safeguarding Of Children, found in one case gardai were not told of the identity of an alleged sex abuser until six months after the first complaint against him.

 found the diocese's policy was to give only minimal information to gardai in relation to the priest accused of sex abuse.

Meanwhile, Fr Michael Mernagh who completed a nine-day "walk of atonement" over the child abuse allegations, yesterday welcomed Bishop Magee's decision to step aside.

But he insisted the Bishop should have made a complete resignation of his post.

It seems Bishops are still above the law in Ireland and they can do what they like
