It is an offence under Section 72 of the Highways Act, 1835, for them to do so and punishable by a fine of pounds 30.

This legislation allowed no exceptions.

In 1999, the Gover nment allowed the issue of fixed penalty tickets for cyclists aged 16 or over who committed this offence.

So, any cyclist challenged for cycling on the pavement, needs only say that they feel unsafe to ride upon the carriageway and they more or less have a cast-iron defence.

It is, therefore, no wonder that the police do not take up complaints about an offence which is not as straightforward as it seems.

What makes me laugh is the cyclist using the pavement wearing a crash helmet.

Perhaps pedestrians should take to wearing them!
