It is an offence under Section 72 of the Highways Act, 1835, for them to do so and punishable by a fine of pounds 30. This legislation allowed no exceptions. In 1999, the Gover nment allowed the issue of fixed penalty tickets for cyclists aged 16 or over who committed this offence. Presumably pre·sum·a·ble adj. That can be presumed or taken for granted; reasonable as a supposition: presumable causes of the disaster. , any offending cyclists aged 10 to 15 would be dealt with by other means, perhaps a caution. It is, therefore, no wonder that the police do not take up complaints about an offence which is not as straightforward as it seems.
