(ECO) TURKISH DEPUTY PREMIER IN LIST OF 40 EMERGING LEADERS.ISTANBUL, Oct 5, 2009 (TUR tur: see ibex. ) -- Turkish State Minister for economy and Deputy Prime Minister A Deputy Prime Minister or Vice Prime Minister is, in some countries, a government minister who can take the position of acting Prime Minister when the real Prime Minister is temporarily absent. Ali Babacan was included in the list of 40 best rising leaders. The list was prepared by the Emerging Markets magazine after a worldwide survey to choose rising leaders of the emerging markets under the annual meetings of the International Monetary Fund (IMF IMF See: International Monetary Fund IMF See International Monetary Fund (IMF). ) and the World Bank. Babacan became a rising leader under the category of "good governance and reform". President Luiz Inacio Lula Da Silva of Brazil, President Hugo Chavez of Venezuela, Prime Minister Viladimir Putin of Russia and President Hu Jintao of the People's Republic of China were also included in the list.
