'We Loathe Inefficiency'; RegScan Beats the Government at Solving Its Own Giant Puzzle.

Business Editors/Hi-Tech Writers

WILLIAMSPORT, Pa.--(BUSINESS WIRE)--Aug. 10, 2000

It took a small, Pennsylvania firm to crack the government's toughest regulatory "code."

RegScan, an electronic publisher of federal, state and international regulatory information, has announced that it is the first "by far" to offer the complete Code of Federal Regulations The New Deal program of legislation enacted during the administration of President franklin roosevelt established a large number of new federal agencies, which generated a shapeless and confusing mass of new regulations.  - all 50 CFR's, current-to-day - available as a comprehensive database with hundreds of thousands of hyper-links and the ability to search across all titles simultaneously.

regulatory realm," said former U.S. Congressman Allen Ertel, company founder whose vision, 13 years ago, was to turn mountains of regulatory books and binders into digital information. "Last year alone, 19,000 key changes were made to the regs. That creates tens of thousands of CFR changes. We're the only source for timely monitoring and tracking of them. We do it daily." Today, RegScan is recognized internationally as a leader in its field.

"Business managers, restaurant owners restaurant owner ndueño/a or propietario/a de un restaurante , doctors, retailers and lawyers, for instance, interact with these regulations all the time" said Ertel. "But navigating that realm is a daunting task. And it poses great risk for those who ignore or don't understand restrictions." The hundreds of thousands of pages of regulations are those used daily by government, business and industry. They govern all aspects of workplace and public welfare, natural resources and commerce, transportation, communication and national defense.

"From agriculture, to wildlife and fisheries fisheries. From earliest times and in practically all countries, fisheries have been of industrial and commercial importance. In the large N Atlantic fishing grounds off Newfoundland and Labrador, for example, European and North American fishing fleets have long  and everything in between ... if it's governed in any way by federal, state or international regulation, we streamline the process to check compliance," added Ertel. "The GPO tried to accomplish this for many years, and we accomplished the task in 12 months."

All CFR tables, formulas and graphics are reproduced, and RegScan integrates all Federal Register changes daily. The service also permits three key search methods: title, full text or citation. Specific volumes, or all 50 titles, can be searched at the same time.
