General John de Chastelain's independent arms commission will meet soon for another round of discussions with the Provos' representative.

No new moves have been made by the IRA to begin emptying their arms dumps.

However, in a report to the British and Irish governments, General de Chastelain held out some hope that further moves could occur.

It said: "Events of the past few weeks lead us to believe that progress on it [decommissioning] can be made."

Although a June target date has been set for full decommissioning, it is widely believed General de Chastelain will not return home to Canada if a deal appears likely.

He said: "It allows us to move from talking about whether decommissioning will take place, to how."

But Ulster Unionist MP Jeffrey Donaldson Jeffrey Mark Donaldson (born 7 December 1962) is a Northern Irish politician and Member of Parliament for Lagan Valley. He is best known for his opposition to Ulster Unionist Party (UUP) leader David Trimble during the Northern Ireland peace process, especially from 1998 to 2003.  called for sanctions against the Sinn Fein ministers at Stormont.

He said: "The lack of substance in this report proves once again the IRA has failed to deliver on decommissioning."
