With more than 1,500 people from various agencies attending the rally, political and religious leaders called for the state and federal government to continue anti-poverty programs at a time when the need is the greatest.

State Sen. Richard Alarcon, D-Van Nuys, chairman of the Select Committee on the Status to End Poverty, said the problem of the poor is more pervasive than most believe.

``The federal government uses a standard of poverty ... that has 14 percent of our residents below the poverty level,'' Alarcon said, adding that it deals with the cost of food only.

``If they adjusted their figures to account for housing, 25 to 30 percent of the people living in Los Angeles would be considered below the poverty level. We cannot allow that to continue.''

Alarcon said there needs to be a change in the thinking of government and business leaders to be more aggressive in dealing with poverty.

``The wealthy have nothing to fear,'' Alarcon said. ``They will only become wealthier if people are able to live better.

``We could eliminate 80 percent of the poor if we provided health coverage and a living wage for people.''

The emphasis on anti-poverty programs is part of a nationwide effort being organized by the Community Action Partnership, which represents various social service agencies.
