Mr Dwyer, 24, was gunned down in a police raid in South America in April. Officers killed the Tipperary man to foil an alleged plot to assassinate Bolivia's President Evo Morales. But chief investigator Johnny Aguillera said there was not enough evidence linking Mr Dwyer to a supposed bomb attack against the left wing leader. Mr Aguillera said: "We are not investigating this.
