The National Consumer Council is demanding that the industry signs up to a strict code of conduct within 18 months - or face increased taxes to pay for routine inspections.

The Government watchdog's chairman Lord Whitty said: "The garage industry has long been bad news for consumers.

"The good news is that the industry is now starting to show some signs of turning the corner.

"However, there is still a long way to go before Britain's 25million car drivers can be sure of a fair deal."

It is estimated that car owners pay pounds 4billion over the top for car repairs and servicing every year.

The AA said: "The problem is that many garages are very bad at explaining to customers about work that needs to be done."
