`SPEED 2' PREMIERE COSTING FOX PLENTY.

Byline: Marilyn Beck & Stacy Jenel Smith

They spent $110 million on the movie - now 20th Century Fox is spending a ton more to create a premiere for ``Speed 2: Cruise Control'' that will make it the standout event of the season.

They'll be hauling in truckloads of sand to create a Caribbean beach on the parking lot opposite the Century City theater where the Monday unveiling of the Sandra Bullock-Jason Patric film will take place. Four of the town's top restaurants will cater the affair. There will be steel drum steel drum

bands and reggae bands. And, oh yes, they're trying to get work permits to bring in chart-topping reggae masters UB40 from their base in England to sing the two songs the group performs on the soundtrack.

What price frame?

He is the majority owner of Playboy Enterprise Inc. . That Playboy pictorial of the fair Farrah? We hear she wasn't keen on one of the photos the magazine wanted to use, and to boost her enthusiasm, they threw in a new Jag. Officially, Playboy will only say ``She was paid very generously. She probably could have bought a number of Jaguars with the money.''

The videoland view

Jim Garner's getting ready to star in another ``Rockford Files'' telepic. In the caper caper, common name for members of the Capparidaceae, a family of tropical plants found chiefly in the Old World and closely related to the family Cruciferae (mustard family). , called, ``If It Bleeds, It Leads,'' Rockford comes to the aid of a man, falsely accused of a crime, who's being hounded to death by what the script describes as ``media jackals.'' Coincidentally - or not - it wasn't long ago that Garner told us he supports George Clooney's ongoing campaign against the so-called ``video rats'' who taunt, hound and invade the private spaces of celebrities.

Well, as they say, everything old is new again - especially when you're under the age of 12. That must be the figuring over at King World, where they're putting together six hourlong episodes of a new version of ``The Little Rascals'' for syndication, with production to begin in mid-July. ... And it must be the thinking at Fox TV, where they've just starting lensing of a new series: ``Ninja Turtles: The Next Mutation.''

Tarnished former baseball star Steve Garvey and his wife of seven years, Candace, are renewing their marriage vows June 11 with a lavish backyard ceremony - which will include live cameras from the Family Channel's ``Home & Family'' show. The event marks a big turnaround from a year ago, when the couple was on the road to divorce - with Candace blaming their split on Steve's ex, Cyndy Truhan, saying Truhan harassed them. (Truhan pleaded no contest to charges of filing false police reports against an ex-boyfriend last year and was put on two years probation.) The Garveys have two young children.
