`SOUTH PARK' HAS PLENTY TO SAY ABOUT LIVING IN PARANOID 1990S.

Byline: Fred Shuster Staff Writer

The ``South Park'' movie blasts other adult-themed cartoon features out of the water, and it isn't just because it shows Saddam Hussein Saddam Hussein

Sure, it's tasteless, childish and utterly obscene. And yes, those familiar animated tykes Cartman, Stan, Kenny and the rest get to talk far dirtier than they do on the popular Comedy Central series that spawned them two years ago.

But ``South Park: Bigger, Longer & Uncut'' is also a clever and highly topical parody of post-Columbine kid-culture paranoia that has theater owners promising to police customers while electronics companies scramble to place program-blocking chips in TV sets.

It's tempting to say ``South Park'' creators Trey Parker and Matt Stone got lucky with this very funny and fast-paced script, which jumps from a military attack on the Baldwin brothers This article is about the four American actors. For the group of musicians, see The Baldwin Brothers.

Canadian duo called Terrence and Philip are undermining the kids, teaching them naughty words and dirty songs by way of a hit movie that's just hit town.

But South Park's third-graders aren't supposed to be seeing the movie - it's R-rated, just like ``Bigger, Longer & Uncut'' itself.

How to get around the problem? Easy - Cartman and the gang bribes a homeless guy to buy them tickets.

Is ``Bigger, Longer & Uncut'' ripped from today's headlines? Partly so, it seems.

At the very least it's the ``Citizen Kane'' of construction-paper cut-out animation. Every penny of the film's $14.50 budget is up there on the screen.

, outrageous entertainment for adults, thanks to those perfectly realized musical numbers and an approach that holds nothing sacred and everyone and everything - from Winona Ryder to the military - up for good-natured lowbrow ridicule.

But like the Terrence and Philip movie, ``South Park: Bigger, Longer & Uncut'' is definitely not for kids.
