`SKY GARDEN' GLENDALE CONDOS EARN CITY COUNCIL NOD, PRAISE.

GLENDALE Glendale.

1 City (1990 pop. 148,134), Maricopa co., S central Ariz., adjacent to Phoenix; inc. 1910. It is located in a rich agricultural region irrigated by the Salt River project. Glendale has become one of the fastest-growing U.S.
 -- Praising its unique architecture, city officials gave the initial go-ahead Tuesday Tuesday: see week.  for a 24-story luxury condo project downtown.

The Redevelopment Agency voted 4-0 to approve the project, but it will have to come back later for final approval. The building would sit in the 600 block of North Central Avenue, just south of the 134 (Ventura Ventura (vĕnt`rə), city (1990 pop. 92,575), seat of Ventura co., SW Calif., on the Pacific coast in a farm and oil region; inc. 1866. ) Freeway.

, director of USC's master of architecture program, the Verdugo Gardens condo project would have 10 gardens set into the facades at different levels and visible from the street.

Each ``sky garden,'' as the developer is calling them, would have a different theme. Landscape architects have plans for a ``cloud garden,'' a ``forest garden'' and a ``night sky garden,'' among others.

In addition to the ``sky gardens'' incorporated in the building itself, the project would also have several rooftop gardens because parts of the building would be at different heights.

The Redevelopment Agency already gave the project preliminary approval in November, but it had to come back before the panel again Tuesday because of new building standards the city has since adopted.

The project is expected to come back before the agency for final approval before the end of the year. Construction would begin in 2007 and take two years.
