`FELICITY' WITH A `VENGEANCE'; POLAR OPPOSITES OFFER SELF-DISCOVERY, REVENGE ON TV.

Byline: Keith Marder Daily News Television Critic

Together they fight crime. OK, they don't.But, separately they join the television schedule tonight.

FELICITY

The WB network continues to solidify its position as the leader among the post-puberty set.

In ``Felicity,'' it has a drama that's better executed and more believable than its current signature show ``Dawson's Creek Dawson's Creek is an American primetime television drama which aired from January 20, 1998, to May 14, 2003, on The WB Television Network. The lead production company was Sony Pictures Television. .''

If there is one sure hit of the new season, this is it. The 18-to-34-year-old crowd that the WB is after will flock to this show like it's the mall during spring break. Older adults also will find this an intelligent, intricate program.

Felicity Porter (Keri Russell) is beautiful, smart and - until the pilot episode - does everything expected of her. But, all of a sudden the high school's most popular boy (the square-jawed, cleft-chinned, mop-haired Ben Covington, played by Scott Speedman) pays her a little attention, and she drops her plans to go to Stanford to become a doctor and goes to the University of New York There is no institution of higher education in the State of New York or the United States of America that bears the name University of New York. However, in confusion, it is possible that such a reference may regard the following:
.

Feature-film writers J.J. Abrams and Matt Reeves take you inside the head of a college freshman the way David Kelley gives you insight into young professional women in ``Ally McBeal For the character, see .

.''

The device used to get inside her head is not the sight gags and such that you see on ``McBeal.'' Felicity corresponds with her French tutor (the voice of Janeane Garofalo Janeane Garofalo (born September 28 1964) is an American stand-up comedian, actress, political activist, writer and former co-host on Air America Radio's The Majority Report. ) in Santa Fe, N.M., via cassette tape. The oral letters double as narration throughout the episode, but it is not as awkward as it sounds.

One problem, however, is that Russell is too appealing to have been hardly noticed by high school boys.

You will care what happens to Felicity, struggle with her and cheer for her.

In four years, make sure to watch her ``very special graduation episode.''

VENGEANCE UNLIMITED

If you'd rather watch do-gooders than NBC's Thursday-night lineup, you likely will watch ``Promised Land'' instead of ``Vengeance Unlimited.''

``Vengeance'' stars gravelly grav·el·ly

voiced Michael Madsen as Mr. Chapel, a man who hates to see criminals work the system.

Without the aid of a gun, he uses other means to threaten, bully and intimidate people who get away with murder.

Surely this show is inspired by the rage white America had when O.J. Simpson was found innocent of double homicide.

Chapel has no first name and no back story. He charges $1 million for his services, and if you don't have it, you have to agree to do him a favor at a future date. Vito Corleone was never so persuasive.

Aided by KC Griffin (Kathleen York), a paralegal in the district attorney's office, he helps those who, shattered by tragedy, have found no help from the cops or the courts.

While Madsen is a fine actor, he plays a much better bad guy than good guy. The show is very dark, and his smoky voice gets grating after a while.

Mr. Chapel may not be long for this schedule. Criminals rejoice.

The show: ``Vengeance Unlimited.''
