`DAPPER' ROBBERY SUSPECT COLLARED; TRAFFIC STOP LEADS TO ARREST IN VALLEY.

A man suspected of being the so-called ``Best-Dressed Robber'' was arrested following a routine traffic stop in the San Fernando Valley San Fernando Valley

, 36, of Florida was spotted Saturday morning less than a mile away from the LAPD's Foothill station violating traffic laws in a stolen vehicle, officials said.

``It was an outstanding arrest,'' said Sgt. Don Lawrence. ``One thing led to another.''

The man known to police as the Best-Dressed Robber would wear a shirt and tie and threaten that his partner would blow them up if they didn't comply with his demands, which were communicated through a note, officials said.

``Give me all the money or my partner will set off a bomb,'' the note would read. ``Don't try anything.''

``That was the type of note he was passing at the banks,'' Lawrence said.

Police officers who stopped Russell at 7:30 a.m. Saturday learned that the car with Florida license plates was stolen, then recognized Russell as the man pictured on wanted posters put up in the area, officials said.
