-- Dropped objections when lawmakers added provisions calling for
   weapons training, consideration of nonlethal alternatives, and
   wireless communications between the flight attendants in the cabin
   and the pilots in the cockpit.

BUDGET
-- Congress would need to come up with more money
-- $900 million to start and $250 million annually thereafter
-- No money now in the Transportation Security Administration (TSA)
   budget to cover the expense
