Russell, which was acquired by The Northwestern Mutual Life Insurance Company on January 1, 1999, was recognized for a culture that places its employees first among business priorities. Last year the company ranked 15th on the Fortune list.

In a knowledge-based business like long-term investment management, it's our people who add value for our clients," said Phillips.

To be eligible for the top 100 list, a company had to be at least 10 years old and have a minimum of 500 employees. Fortune collaborated with best-selling authors Robert Levering and Milton Moskowitz to compile the list, using methodology similar to that used for their book, "The 100 Best Companies to Work for in America." Levering and Moskowitz, who have tracked companies since 1981, searched their database of more than 1,000 firms and selected 236 as the most viable candidates for this list.

Employees of the selected companies completed a Great Place to Work Trust Index designed to evaluate trust in management, pride in work and camaraderie, along with the Hewitt People Practices Inventory, a 31-page questionnaire. Firms also were asked to submit company newsletters, employee handbooks and videos. Companies were rated on a 175-point scale, based on responses from the employee survey, the written comments, the inventory questionnaire and the supporting material.

Russell also ranked first regionally, leading other Pacific Northwest companies on the list such as Microsoft (21st), WRQ (WRQ, Inc., Seattle, WA, www.wrq.com) A software company that specialized in terminal emulation and NT-Unix integration products. Founded in 1981 as Walker Richer and Quinn, Inc., a consulting firm in minicomputer and mainframe applications, it introduced an HP terminal emulator for the  Inc. (28th), REI (69th), Starbucks (88th) and Nordstrom (94th).

The Container Store, the Dallas-based retail chain, took top honors.
