NeTrue Communications Inc., (CDNX:NTU.U), a leading provider of innovative IP-based communications solutions, today announced the signing of an agreement with Shanghai Alcatel Intelligent Terminal Equipment Company (SAITEC) to deliver integrated Voice and Video over IP for the Intelligent Transport System (ITS) market in China.

The agreement commits both companies to the development of technologies and sales opportunities in the ITS market. SAITEC, a joint venture between Alcatel, Shanghai Feile and Shanghai Post Management Bureau, in which Alcatel is the majority shareholder, recently established a division devoted to the ITS market, to focus on highway and expressway related electrical toll systems and communication projects. SAITEC and NeTrue will focus on three areas of the ITS market including Electronic Toll Control (ETC), IP-based communications systems, monitoring and control systems.

NeTrue will bring to the partnership proven technology and experience with voice, video and data across IP networks. In addition to technology, NeTrue will provide systems integration and support for IP voice and video applications in total ITS communications solutions.

The Chinese government recently announced plans to invest up to US$100 Billion in the construction of highway systems over the next three years, an estimated US$24 Billion in Eastern China, US$36 Billion in West China. Each provincial government will invest between US$1-1.5 billion for highway construction during the same period.

SAITEC currently holds approximately 30% of the total Pay Phone market in China. SAITEC will leverage this position as an established provider of communications products to further opportunities in the ITS market.

In 2000 SAITEC completed an agreement with Alcatel CGA for the transfer of ITS technology. Alcatel CGA is a European company that provides solutions for the worldwide ITS market.
