In place since 1989, the rebate program paid between $60 and $140 to an average of 50 low-income and senior families in Moorpark. The rebate amount equaled the homeowner's assessment for city parks, lighting and landscaping. Last year, 81 households received rebates ranging from $66 to $140, for a total cost of about $6,000. City staff estimated that the program cost an additional $4,000 to $5,000 per year in administrative costs administrative costs,

The rebate will cease after the city's 1997-1998 fiscal year, which ends June 30, because Prop. 218, a voter-approved measure that governs assessment districts, now forbids cities from offering rebates to special groups.

Children avoid injury in school bus crash
