'We need' 2 justice ministers.


TWO devolved ministers with separate briefs for justice and policing would offer greater accountability, a leading human rights group has claimed yesterday.

The report argued: "If pursued, the emphasis would need to be on mechanisms aimed at ensuring co-ordination and collaboration across the criminal justice agencies."
