The National Board of Review on Wednesday named Clint Eastwood's ``Mystic River'' as best picture of the year. Daily News critic Bob Strauss called the story of murder and friendship in Boston ``a rueful rue·ful adj. 1. Inspiring pity or compassion. 2. Causing, feeling, or expressing sorrow or regret. rue examination of our will to vengeance.'' However, Eastwood did not pick up the best director award, which went to Ed Zwick for the Tom Cruise-starring ``The Last Samurai,'' which opens Friday. Sean Penn was named best actor for his roles as a distraught father in ``Mystic River'' and as a heart patient in ``21 Grams.'' Oscar winner Diane Keaton was chosen best actress for the romantic-comedy ``Something's Gotta Give.'' Best picture nominees for the Spirit Awards, which are dedicated to smaller, independent films, include: ``Lost in Translation,'' director Sofia Coppola's melancholy story of an oddball friendship of two Americans in Japan played by Bill Murray and Scarlett Johansson; ``American Splendor,'' the bio-flick on grumpy Cleveland writer Harvey Pekar, who is played by Paul Giamatti; ``In America,'' director Jim Sheridan's tale of an immigrant family trying to survive in New York City; ``Raising Victor Vargas,'' a tender coming-of-age story; and ``Shattered Glass,'' the true story of New Republic writer Stephen Glass and his journalistic deception. Director Alejandro Gonzalez Inarritu's ``21 Grams'' will receive the Special Distinction Award. It was cited for ``its uniqueness of vision, bold conception and direction, the honesty of its screenwriting, bravery of its performances, and achievement on every level of filmmaking.'' Because of its budget, it was not eligible for individual nominations under IFP guidelines. The Spirit Awards ceremony will take place Feb. 28 in a tent on the beach in Santa Monica.
