The estimated time for cleanup to begin has now slipped to "midyear." The original start date was to be this past December.

Officials hope to have the site cleared by 2006 in plenty of time to make way for an $11 billion office tower, memorial and transit hub at the World Trade Center, which is slated to begin in 2009.

When the purchase agreement was reached last February, the development corporation said the insurers, Allianz AG and Axa SA, would be responsible for any amount above $45 million to demolish the building.
