A Tribal Council
 has begun the pre-engineering work towards selecting a site to build an $80-million mill and create an industrial park.

The year-long process before actual construction begins involves hiring a project manager, developing a mill plan, selecting equipment, setting up suppliers, securing a private-sector partner, arranging financing, as well as obtaining the necessary permits.
