$500 BREAKFAST TO HELP KNIGHT BEAT CAMPAIGN FINANCE LAW DEADLINE.

Seeking to beat the Jan. 1 deadline when the state's new campaign finance law goes into effect, state Sen. W.J. ``Pete'' Knight is holding a $500-a-plate breakfast fund-raiser today in Sacramento.

Knight is holding the fund-raiser today to make sure he complies with campaign finance reform Campaign finance reform is the common term for the political effort in the United States to change the involvement of money in politics, primarily in political campaigns.  Proposition 208, which limits political contributions to $250 a donor and bans contributions from lobbyists.

The law takes effect Jan. 1, and applies only to future elections, said a spokesman for the Fair Political Practices Commission. The measure already has been challenged in court by a special interest group questioning its constitutionality.

But a spokesman for Knight said it's unclear whether the new law applies to the Nov. 5 election.

 spokesman Gary Huckaby said the new law would apply only to future elections. Despite the legal challenges, the state agency is issuing an advisory about the measure to clear any confusion.

``There are obstacles in the way of implementing it,'' said Huckaby, referring to the lawsuit facing Proposition 208. ``Meanwhile, we're going ahead with the basic ground rules and will issue an advice letter tonight or tomorrow in anticipation of regulations that will be issued after the first of the year.''
