Around $30 million have been spent on several projects in the volatile southern regions, where Taliban insurgents Insurgents, in U.S. history, the Republican Senators and Representatives who in 1909–10 rose against the Republican standpatters controlling Congress, to oppose the Payne-Aldrich tariff and the dictatorial power of House speaker Joseph G. "Using the reconstruction money and development money that we have, we are able to reach out to the Afghan civilians and the forces also, so that we can build better relationships with them," McGrath told Pentagon reporters.

It is under the responsibility of Afghanistan's Ministry of the Interior.

, McGrath said: "I'm talking things about roads and helping them farm, sending out tools and things of that nature. I also build bases -- forward operating bases An airfield used to support tactical operations without establishing full support facilities. The base may be used for an extended time period. Support by a main operating base will be required to provide backup support for a forward operating base. Also called FOB.  -- and we've put about $30 million into several projects here."

Once the bases were built, McGrath said, they would have all mentor teams out there working with the newly trained Afghan police. "We'll also have them out amongst the population, because it's two-part."

The international forces, he argued, not only wanted to train the police, but also sought to show the local population they were engaged in stabilising things. "So we are going to pave roads.

McGrath claimed a lot of money had been put into different forward operational bases and the Commander's Emergency Response Programmes. "I wish I had more money. I don't. But that's the way it goes, and we'll just continue to do the best that we can."
