$20 MILLION FACELIFT PLANNED FOR COUNTY AIRPORTS.

The five-year capital improvement plan for the county-owned airports calls for beginning this year with more than $3 million in projects.

"We're just trying to give the board a look ahead at what kind of projects we're anticipating for the airport," said Airport Director Rod Murphy.

The plan outlines $10.1 million in projects at Camarillo Airport through 2001. The list includes $1.1 million in projects scheduled for this year such as filling runway cracks, security fencing, lighting and stabilization of runways and taxiways.

The $2.3 million in work slated for this year includes drainage improvements and lighting.

The Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control  is expected to pay for about 90 percent of the projects' funding, said Murphy.

Ventura County's plans have been endorsed by the Camarillo and Oxnard airport authorities and the Aviation Advisory Commission, Murphy said.

The capital improvement plan is separate from a master plan under consideration for the two airports, he said.

Although the Board of Supervisors is scheduled to review the plans Tuesday, each project would have to pass another review, said Murphy.

"It doesn't mean they're approving each project," he said. "Each project will come back individually."

County Supervisor Frank Schillo said the plan helped chart a clearer long-term vision for the future of the two airports.

"There never was a long-term perspective," he said. "We were operating day by day. (The report) is giving us a future look as to where we can be. I like this."

But Don Hollingsworth of Camarillo, an activist on airport issues, was less optimistic op·ti·mist
