 board approved a $2.9 billion budget on Monday Monday: see week.  that includes more than $1 billion for buses, expansion of rail service and funding for street and highway programs.

The Bus Riders Union complained that the budget fails to include money for 145 new buses, which would be needed to comply with a Jan. 12 federal court ruling ordering the agency to reduce overcrowding overcrowding

The spending plan also eliminates 233 positions, including 125 layoffs, and cuts more than $7 million from such categories as travel, training, materials and supplies. MTA employees received no pay increase this year but are budgeted for a 2.5 percent increase next year.

``We have to live within our means,'' MTA Chief Executive Officer Roger Snoble said. ``This is not a happy budget.''

The budget is $89 million more than the current budget. The cost difference is mainly due to the scheduled start of construction of the six-mile Metro Gold Line extension to the Eastside Adj. 1. eastside - of the eastern part of a city e.g. Manhattan; "the eastside silk-stocking district"
east - situated in or facing or moving toward the east
, as well as major construction of the 14-mile busway between Warner Center and North Hollywood Hollywood.

Snoble said there are several risk factors that could drive up MTA costs, including the final settlement of health care contract issues with the union representing maintenance employees.
