$18,000 FINE OK'D BY PANEL TWO LOCALS PENALIZED.

Lederer and Tucker were charged with 12 counts of violating the act, including failure to report donations in a timely manner; failure to file late contribution reports; and failure to disclose who sponsored the recall against Zeanah in 1997, according to according to

Tucker was the treasurer for the recall committee.

Lederer also failed to file a major contribution of $40,950 on time. In addition, she failed to disclose that she sponsored two mass mailings in 1996 to support Measure E, a local slow-growth measure that required voter approval before changes could be made to the city's general plan, according to the FPPC. She also failed to file two late non-monetary contributions of $21,154.

Tucker and Lederer could have been fined up to $24,000, but the penalty was reduced because of their cooperation and lack of prior violations.

During the 1998 council election, Councilman Dan Del Campo pursued legal action through the courts and filed a complaint with the city charging Lederer failed to report she financed a political hit piece against him and two running mates.

Earlier this year both Lederer and Del Campo dropped their lawsuits against each other over the fliers.
