Army leaders for months have been engaged in a public relations
campaign behalf of the embattled Future Combat Systems--a $160 billion
modernization program. While the Army continues to publicize FCS
"success stories," the Defense Department's acquisition
chief, Kenneth Krieg, sees the program as a "controversial and
interesting experiment." FCS has been under fire because of its
unconventional management structure, which puts a contractor--the Boeing
Co.--in charge of major decisions. "As a contracting vehicle, I
view that as still very experimental," Krieg said. "It raises
lots of questions, but so does the Future Combat Systems."
