$120 Chelsea building taking shape.The latest addition to Chelsea's burgeoning residential neighborhood on West 23rd Street is now taking shape. Construction is well underway on a new $12 million, 337-unit, luxury apartment building on West 23rd Street between 10th and 11th Avenues.
