The environmental group Health the Bay ranked the popular man-made beach as one of the dirtiest beaches on its annual report cards. Despite the problems, the beach remains popular, attracting quite a number of people on Mother's Day, Madden said.

The grant from the State Clean Beach Initiative is in two installments. The first installment of $705,000 will cover the cost of ongoing programs at the beach, such as the removal of feral cats and diversion of birds. The money also will pay for an environmental analysis and design of the water circulation system, which will be built with the remaining $795,000, Madden said.

Currently, permanent signs in English and Spanish at Kiddie Beach inform beachgoers of the history of water quality problems and advise them to avoid contact with the ocean water.

Signs also are posted whenever the bacteria level in the ocean exceeds state standards.
