 use of tax increment financing Tax Increment Financing, or TIF, is a tool which has been used for redevelopment and community improvement projects throughout the United States for more than half a century.  (TIFs) to fund infrastructure projects has increased substantially. Since 1945 when TIFs were first created in California, the use of this innovative financing alternative has spread to 48 states. This article examines the widespread use of TIFs across the county as a common means of raising capital for a multitude of purposes. It assesses the unique project-specific features of TIFs that bond issuers must understand in order to enhance credit quality and minimize financing cost.
