"Staying the course" a giant failure.Having just returned from spending two years in Baghdad as an International Police Advisor, I can attest To solemnly declare verbally or in writing that a particular document or testimony about an event is a true and accurate representation of the facts; to bear witness to. To formally certify by a signature that the signer has been present at the execution of a particular writing so as to the fact that the Iraqi security forces Iraqi Security Forces (ISF) is the Multi-National Force-Iraq umbrella name for the military and police forces that serve under the Government of Iraq. The armed forces are administered by the Ministry of Defense (MOD), and the Iraqi Police is administered by the Ministry of are not ready to assume the enormous task of self-sufficiency and protection of the Iraqi people. The majority of Iraqi soldiers and policemen are themselves corrupt to a magnitude that would appall most Americans, and things are not getting any better. What needs to happen is a total reworking of that country's government from the top down. Our own politicians and military leaders have been making the fatal mistake of trying to rebuild Iraq from the bottom up, spending billions of dollars on training for the average soldier and policeman. In the last two years I have observed (and reported, but to no avail) that no amount of training will help them unless and until the government itself is reformed. The Ministry of Interior needs to be cleaned out, purged of the criminals who are in control of the Iraqi Police The creation of this unit was guided by the Coalition Provisional Authority however the command of the Police belongs to the new Government of Iraq. Overview The Iraqi Police Forces are part of the Iraqi Ministry of the Interior (MOI) which in conjunction with the Civilian Service. The same applies to their defense ministry. Until that is done we are spinning our wheels, vainly attempting to create a strong foundation in the shifting sands of corruption, meanwhile sacrificing the lives of American soldiers and civilian contractors. We need to regain the control that we lost, either by peaceful means or by force, in order to make things work in Iraq. My experience over the last two years has shown that these people will ignore all of the advice we give them no matter the consequences, simply because they have no respect for Westerners.
