--How do you see the PYME market in Mexico?

--What's happening is very interesting. This is the fifth year that the PYME Week has been celebrated in Mexico; it seems to me that every year the event grows more and there is a lot of enthusiasm on the part of small- to medium-sized companies. And I think that the Mexican government is paying special and important attention to help this sector develop. We have worked closely with the Secretary of the Economy, with Nacional Financiera (NAFINSA), with the President and many other agencies of the Mexican government to try to identify opportunities for PYMEs. We are working a lot under the Partnership for Prosperity (P-4-P) initiative. And I think we have been successful achieving very important results. We continue working on that, we believe that there is a lot of potential and that the future of Mexican PYMEs is very bright.

--Is there any program already working between the governments of Mexico and the United States Relations between the United States and Mexico are among the most important and complex that each nation maintains. They are shaped by a mixture of mutual interests, shared problems, and growing interdependence.  to support PYMEs?

--Since we are an agency of the government of the United States, we cannot directly invest. We can transfer good practices and we can help attract other agencies of the U.S. government that can make important investments. And we have done that in the past four years. --So, you are transferring your know-how to the Mexican government ...

--Yes, of all loans, government contracts and technical assistance programs that we have. Now we are also helping them understand how we handle a venture capital fund that has been very successful. What that is about is helping, lending a hand with tools that have been successful in the Unted States so that they can be replicated here in Mexico. We are also collaborating in the development of government providers, an initiative that we have developed thoroughly in the U.S. And now we are beginning to share this information with the Secretary of the Economy, because they also want to have a similar program in Mexico. The Mexican government has already said that it wants 35 percent of its purchases to be from PYMEs. In the United States, we bought US$7 billion from PYMEs last year. Our goal is 23 percent, so Mexico's is a superior goal to what we have. In 2004, we met our goal and we have to do it again next year. As the government of the U.S. keeps buying more and more for the war against terrorism and for security of the country, it is more and more difficult to meet that goal, but it's what we did and we will continue to do.

--What importance do PYMEs have on the economy of the United States The United States economy has the world's largest gross domestic product (GDP), $13.21 trillion in 2006. It is a mixed economy where corporations and other private firms make the majority of microeconomic decisions while being regulated by the government. ?

--A significant amount. There are 25 million small businesses in the U.S. These companies generate 25 percent of the Gross Domestic Product (GDP GDP (guanosine diphosphate): see guanine. ) of the U.S. economy. And they generate 75 percent of new jobs, and it is also where much of the technology and innovation comes from. Honestly, it is a motor that drives the U.S.

--What role should the government play to motivate PYMEs?

--The SBA facilitates access to capital. This year we will give loan guarantees for US$20 billion in the sector. We are going to train 2.5 million small businesspeople to make business plans, marketing, to apply technology to the business, to do international commerce and a lot of other things. We will also help PYMEs obtain contracts not only with the government, but also in the private sector.

--When the terrorist attack against the Twin Towers occurred, the SBA actively participated in aiding merchants and small businesses in the area. What was the reaction regarding Katrina?

--We have an operation dedicated to responding to disasters. In these cases it is different, because the SBA has the responsibility to award credits directly, not through the banks. Not only to small businesses, but also to people who have lost their main residences or personal property. These loans have a very low interest rate, from 2.6 to 4 percent over the long term, for up to 30 years. This is an important role that we play in post-disaster reconstruction. Durante su estadia en el pais, Barreto se reunio con el secretario de Economia, Sergio Garcia de Alba, y tambien tuvo un encuentro con socios de AMCHAM, durante el cual se intercambiaron ideas sobre como impulsar a las PYMEs mexicanas. --Si, en todos los programas que tenemos de prestamos, de contratos con el gobierno, de asistencia tecnica. Ahora tambien los estamos ayudando a entender como manejamos un fondo de capital de riesgo que ha tenido mucho exito. De lo que se trata es de ayudar; de acercar herramientas que han funcionado muy bien en Estados Unidos para que se puedan replicar aqui en Mexico. Tambien estamos colaborando en el desarrollo de proveedores para el gobierno, una iniciativa que ya hemos desarrollado bastante. Y ahora estamos empezando a compartir esa informacion con la Secretaria de Economia, porque ellos tambien quieren tener un programa parecido en Mexico. El gobierno mexicano ya ha dicho que quiere que el 35% de sus compras se hagan a PYMEs. En los Estados Unidos, que el ultimo ul·ti·mo

--?Que importancia tienen las PYMEs en la economia de Estados Unidos?

--Bastante. Hay 25 millones de pequenas empresas en Estados Unidos. Esas empresas generan el 52% del Producto Interno Bruto (PIB See NIST binary. ) de la economia estadounidense. Y generan el 75% de los nuevos empleos, y tambien es el lugar de donde viene mucha de la tecnologia y la innovacion. Realmente es un motor que esta moviendo la economia estadounidense.

--Cual debe ser el rol del gobierno en el impulso a las Pymes?

--La SBA facilita acceso a capital. Este ano vamos a dar garantias para prestamos por US$20,000 millones para el sector. Vamos a capacitar a 2.5 millones de pequenos empresarios en planes de negocio, como hacer mercadeo, como aplicar la tecnologia al negocio, como hacer comercio internacional y muchas otras cosas. Y tambien vamos a ayudar a las PYMEs a obtener contratos no solo con el gobierno, sino tambien con el sector privado.

--Cuando se produjo el atentado a las Torres Gemelas, la SBA tuvo una participacion muy activa en la ayuda a los comerciantes y pequenos empresarios de la zona. ?Cual fue la reaccion ante el huracan Katrina?

--Nosotros tenemos una operacion que se dedica a responder a los desastres. Y en estos casos es diferente, porque la SBA tiene la responsabilidad de otorgar los creditos directamente, no a traves de los bancos. No solo a los pequenos negocios, sino tambien a gente que ha perdido sus residencias principales o propiedades personales. . No puede haber excusas en esto. Nunca hay garantias en un nuevo proyecto, va a ser algo dificil y uno va a tener que trabajar muy duro. Pero tambien los beneficios de poder crear algo que sale de nuestra mente, de nuestro deseo, de nuestra pasion y trabajo pueden ser increibles ... Para un empresario, eso es lo mejor.
