"Small businesspeople are heroes for our economies": interview with Hector Barreto, the administrator of the Small Business Administration (SBA) of the United States./"Los pequenos empresarios son heroes para nuestras economias": entrevista con Hector Barreto, administrador de la Administracion de la Pequena Empresa (SBA) de Estados Unidos.

Last October Hector Barreto, the administrator of the Small Business Administration (SBA) of the United States, was one of the main invitees at Mexico's Fifth National PYME Week. During his stay in the country, Barreto met with the secretary of the Economy, Sergio Garcia de Alba, and he also had a meeting with AMCHAM members, during which they shared ideas about how to motivate Mexican PYMEs. "It has been a very busy but very successful agenda," he said during an exclusive interview with BUSINESS MEXICO.

--How do you see the PYME market in Mexico?

--What's happening is very interesting. This is the fifth year that the PYME Week has been celebrated in Mexico; it seems to me that every year the event grows more and there is a lot of enthusiasm on the part of small- to medium-sized companies. And I think that the Mexican government is paying special and important attention to help this sector develop. We have worked closely with the Secretary of the Economy, with Nacional Financiera (NAFINSA), with the President and many other agencies of the Mexican government to try to identify opportunities for PYMEs. We are working a lot under the Partnership for Prosperity (P-4-P) initiative. And I think we have been successful achieving very important results. We continue working on that, we believe that there is a lot of potential and that the future of Mexican PYMEs is very bright.

--Is there any program already working between the governments of Mexico and the United States to support PYMEs?

--Since we are an agency of the government of the United States, we cannot directly invest. We can transfer good practices and we can help attract other agencies of the U.S. government that can make important investments. And we have done that in the past four years. For example, the Overseas Private Investment Corporation (OPIC) can already make investments in Mexico, which was one of the results of the Partnership for Prosperity initiative. They are committed to invest up to US$2 billion in Mexico, in infrastructure projects. And that has to do with identifying projects and partners in both countries. In other words, there will have to be a U.S. company working with a business or organization here, and OPIC can make investments to create roads, hospitals, energy projects and many other things. This was an important progression that didn't exist before, and the agency is already looking for new projects. The agency has also worked to facilitate the opening of development centers here in Mexico. This is a very successful program in the United States that offers technical, educational and information assistance to PYMEs so that they can develop further. This is very important to be able to obtain capital, government contracts and many other things. The Mexican government has worked to create 42 development centers. It is an important opportunity--in the U.S. we have 1,000 centers of this kind.

--So, you are transferring your know-how to the Mexican government ...

--Yes, of all loans, government contracts and technical assistance programs that we have. Now we are also helping them understand how we handle a venture capital fund that has been very successful. What that is about is helping, lending a hand with tools that have been successful in the Unted States so that they can be replicated here in Mexico. We are also collaborating in the development of government providers, an initiative that we have developed thoroughly in the U.S. And now we are beginning to share this information with the Secretary of the Economy, because they also want to have a similar program in Mexico. The Mexican government has already said that it wants 35 percent of its purchases to be from PYMEs. In the United States, we bought US$7 billion from PYMEs last year. Our goal is 23 percent, so Mexico's is a superior goal to what we have. In 2004, we met our goal and we have to do it again next year. As the government of the U.S. keeps buying more and more for the war against terrorism and for security of the country, it is more and more difficult to meet that goal, but it's what we did and we will continue to do.

--What importance do PYMEs have on the economy of the United States?

--A significant amount. There are 25 million small businesses in the U.S. These companies generate 25 percent of the Gross Domestic Product (GDP) of the U.S. economy. And they generate 75 percent of new jobs, and it is also where much of the technology and innovation comes from. Honestly, it is a motor that drives the U.S.

--What role should the government play to motivate PYMEs?

--The SBA facilitates access to capital. This year we will give loan guarantees for US$20 billion in the sector. We are going to train 2.5 million small businesspeople to make business plans, marketing, to apply technology to the business, to do international commerce and a lot of other things. We will also help PYMEs obtain contracts not only with the government, but also in the private sector.

--When the terrorist attack against the Twin Towers occurred, the SBA actively participated in aiding merchants and small businesses in the area. What was the reaction regarding Katrina?

--We have an operation dedicated to responding to disasters. In these cases it is different, because the SBA has the responsibility to award credits directly, not through the banks. Not only to small businesses, but also to people who have lost their main residences or personal property. These loans have a very low interest rate, from 2.6 to 4 percent over the long term, for up to 30 years. This is an important role that we play in post-disaster reconstruction. During Katrina, we received 1.2 million loan applications. This will be an effort that the history of the United States has never seen before. You have to take into account the fact that the destruction covered a territory bigger than a country like England.

--You yourself have been an entrepreneur. What advice can you give to someone who wants to begin his or her own business?

--First of all you have to do your homework. It is very important to have a business plan, without that you can't develop your project, without knowing how much you will spend, how much you will make, what you will need to be successful. One should also have investment in oneself. Often small businesses are not aware of what they do not know. It's not their fault, but they should take the responsibility to learn, to educate themselves, to inform themselves, to conduct market research. And a lot of this information can be found easily, and free. There can't be excuses. There are never any guarantees in entrepreneurship, it will be difficult and one will have to work very hard, but the benefits can also be incredible, to be able to create something of your mind, of your wishes, of your passion, of your work ... For a businessperson, it is the best. And as I have said many times, I believe that small businesspeople are heroes for our economies. Therefore, we have to do everything possible from the government and the private sector to support these businesses. Those can be the most important investments that a government and a society can make in its citizens.

Hector Barreto can tell his own entrepreneurial success story. And his training began early. His father, a Mexican inmigrant, started working in the United States as a janitor and took other jobs, including harvesting potatoes, until he saved enough money to open his own restaurant. That's where Hector, the eldest of his five children, took his first job, at age nine.

After receiving his bachelor's degree in business administration from Rockhurst University in Kansas City. Barreto worked for the Miller Brewing Company as the South Texas Area manager. In 1986, he moved to California and founded his own company, Barreto Insurance and Financial Services.

Barreto is former chairman of the board for the Latin Business Association in Los Angeles. Prior to becoming SBA Administrator in 2001, Barreto served as vice chairman of the board for the U.S. Hispanic Chamber of Commerce.

En octubre pasado Hector Barreto, administrador de la Administracion de la Pequena Empresa de Estados Unidos (SBA), fue uno de los principales invitados a la 5[degrees] Semana Nacional PYME de Mexico. Durante su estadia en el pais, Barreto se reunio con el secretario de Economia, Sergio Garcia de Alba, y tambien tuvo un encuentro con socios de AMCHAM, durante el cual se intercambiaron ideas sobre como impulsar a las PYMEs mexicanas. "Ha sido una agenda bien ocupada pero bien exitosa", comento durante una entrevista exclusiva con BUSINESS MEXICO.

--?Como ve el mercado de las Pymes en Mexico?

--Es muy interesante lo que esta pasando. Este es el quinto ano que se celebra la Semana PYME en Mexico, y me parece que cada ano el evento crece mas y hay mucho entusiasmo por parte de las pequenas y medianas empresas. Y creo que el gobierno de Mexico esta dando una atencion muy especial y muy importante para ayudar a este sector a desarrollarse. Nosotros hemos trabajado muy cerca de la Secretaria de Economia, de Nacional Financiera (NAFINSA), de la Presidencia y de muchas otras agencias del gobierno mexicano para tratar de identificar oportunidades para el sector. Estamos trabajando mucho bajo el marco de la iniciativa de la Sociedad para la Prosperidad (P-4-P). Y creo que hemos tenido exito en lograr resultados muy importantes. Seguimos en esta tarea, creemos que hay mucho potencial y que el futuro de las PYMEs de Mexico es muy brillante.

--?Hay algun programa en marcha entre los gobiernos de Mexico y Estados Unidos para apoyar a las PYMEs?

--Como somos una agencia del gobierno de Estados Unidos, no podemos invertir directamente. Si podemos transferir buenas practicas y si podemos ayudar a atraer otras agencias del gobierno norteamericano que puedan hacer inversiones importantes aqui. Y hemos hecho eso en los ultimos cuatro anos. Por ejemplo, la Overseas Private Investment Corporation (OPIC) ya puede hacer inversiones en Mexico; ese fue uno de los resultados de la Sociedad para la Prosperidad. Ellos estan comprometidos a invertir hasta US$2,000 millones en Mexico en proyectos de infraestructura. Y de lo que se trata es de identificar proyectos y tambien de identificar socios en los dos lados. En otras palabras, va a tener que ser una compania de Estados Unidos trabajando con una empresa o una organizacion aqui, y la OPIC puede entrar en inversiones para hacer caminos, hospitales, proyectos de energia y muchas otras cosas. Ese fue un resultado muy importante y la agencia ya esta buscando nuevos proyectos, eso no existia antes. Tambien la agencia ha trabajado para facilitar la instalacion de centros de desarrollo aqui en Mexico. Ese es un programa muy exitoso en Estados Unidos, que ofrece asistencia tecnica, educacion e informacion a PYMEs para que ellas se puedan desarrollar. Esto es muy importante para poder obtener capital, contratos del gobierno y muchas otras cosas. El gobierno mexicano ha trabajado para crear 42 centros de desarrollo. Es una oportunidad muy importante; en Estados Unidos tenemos 1,000 centros de este tipo.

--O sea que la idea es transferir su know-how al Gobierno mexicano ...

--Si, en todos los programas que tenemos de prestamos, de contratos con el gobierno, de asistencia tecnica. Ahora tambien los estamos ayudando a entender como manejamos un fondo de capital de riesgo que ha tenido mucho exito. De lo que se trata es de ayudar; de acercar herramientas que han funcionado muy bien en Estados Unidos para que se puedan replicar aqui en Mexico. Tambien estamos colaborando en el desarrollo de proveedores para el gobierno, una iniciativa que ya hemos desarrollado bastante. Y ahora estamos empezando a compartir esa informacion con la Secretaria de Economia, porque ellos tambien quieren tener un programa parecido en Mexico. El gobierno mexicano ya ha dicho que quiere que el 35% de sus compras se hagan a PYMEs. En los Estados Unidos, que el ultimo ano compro US$7,000 millones a las PYMEs, la meta es 23%, entonces es una meta superior a la que tenemos nosotros. En 2004 alcanzamos la meta y tenemos que volver a hacerlo el proximo ano. Como el gobierno de Estados Unidos sigue comprando mas y mas por la guerra contra el terrorismo y por la seguridad del pais, es mas y mas dificil alcanzarla. Pero lo hemos hecho y vamos a continuar asi.

--?Que importancia tienen las PYMEs en la economia de Estados Unidos?

--Bastante. Hay 25 millones de pequenas empresas en Estados Unidos. Esas empresas generan el 52% del Producto Interno Bruto (PIB) de la economia estadounidense. Y generan el 75% de los nuevos empleos, y tambien es el lugar de donde viene mucha de la tecnologia y la innovacion. Realmente es un motor que esta moviendo la economia estadounidense.

--Cual debe ser el rol del gobierno en el impulso a las Pymes?

--La SBA facilita acceso a capital. Este ano vamos a dar garantias para prestamos por US$20,000 millones para el sector. Vamos a capacitar a 2.5 millones de pequenos empresarios en planes de negocio, como hacer mercadeo, como aplicar la tecnologia al negocio, como hacer comercio internacional y muchas otras cosas. Y tambien vamos a ayudar a las PYMEs a obtener contratos no solo con el gobierno, sino tambien con el sector privado.

--Cuando se produjo el atentado a las Torres Gemelas, la SBA tuvo una participacion muy activa en la ayuda a los comerciantes y pequenos empresarios de la zona. ?Cual fue la reaccion ante el huracan Katrina?

--Nosotros tenemos una operacion que se dedica a responder a los desastres. Y en estos casos es diferente, porque la SBA tiene la responsabilidad de otorgar los creditos directamente, no a traves de los bancos. No solo a los pequenos negocios, sino tambien a gente que ha perdido sus residencias principales o propiedades personales. Estos prestamos tienen una tasa de interes muy baja, de 2.6 hasta 4% a largo plazo, hasta 30 anos. Este es un papel muy importante que jugamos para la reconstruccion luego de un desastre. Durante Katrina hemos recibido 1.2 millon de solicitudes para prestamos. Este va a ser un esfuerzo que nunca se ha visto en la historia de EE.UU. Hay que tener en cuenta que la destruccion abarco un territorio del tamano de un pais como Inglaterra.

--Usted ha sido un emprendedor. ?Que consejo puede dar a una persona que quiere iniciar su propio negocio?

--Primero que nada, debe hacer su tarea. Es muy importante tener un plan de negocios, sin eso no se puede desarrollar bien un proyecto, sin saber cuanto vas a gastar, cuanto vas a generar, que vas a necesitar para tener exito. Uno tambien tiene que hacer inversion en si mismo. Muchas veces las pequenas empresas no estan conscientes de lo que no saben. No es su culpa, pero deberian tomar la responsabilidad de aprender, de educarse, de informarse, de hacer estudios de mercado. Y mucha de esa informacion la pueden recibir muy facil y gratis. No puede haber excusas en esto. Nunca hay garantias en un nuevo proyecto, va a ser algo dificil y uno va a tener que trabajar muy duro. Pero tambien los beneficios de poder crear algo que sale de nuestra mente, de nuestro deseo, de nuestra pasion y trabajo pueden ser increibles ... Para un empresario, eso es lo mejor. Y como he dicho muchas veces, yo creo que los pequenos empresarios son heroes para nuestras economias. Entonces tenemos que hacer todo lo posible desde el gobierno y desde el sector privado para apoyar a esas empresas. Esas pueden ser de las inversiones mas importantes que un gobierno y una sociedad pueden hacer en sus ciudadanos.

Hector Barreto puede contar su propia historia de exito como emprendedor. Y su entrenamiento comenzo temprano. Su padre, un inmigrante mexicano, comenzo a trabajar en Estados Unidos como portero y realizo otros trabajo, entre ellos recolector de papas, hasta que ahorro el dinero suficiente para abrir su propio restaurante. Fue ahi donde Hector, el mayor de sus cinco hijos, tuvo su primer trabajo, a los nueve anos.

Tras obtener su titulo en administracion de negocios en la Universidad de Rockhurst de Kansas City, Barreto trabajo para la Miller Brewing Company como gerente del area Texas Sur. En 1986 se mudo a California y fundo su propia compania, Barreto Insurance and Financial Services.

Barreto fue presidente del consejo de la Asociacion Latina de Negocios de Los Angeles. Antes de convertirse en el administrador de la SBA en 2001, Barreto fue vicepresidente del consejo de la Camara Hispana de Comercio de Estados Unidos.
