Rogers added "This is a departure from our earlier versions that virtually eliminated anyone except licensed users of JICPRO from being able to access the data. The change gives users more incentive to take the time to record and carry their medical data with them at all times. It was requested by emergency physicians who suggested that the data be more accessible during disasters or when an individual was traveling or seeking medical services from healthcare providers not licensed with JICPRO".
